NAGAFF Poise To Tackle Issue Of Non Compliance To Trade Rules ………..Inaugurates 100% Presidential Compliance Team

In a bid to ensure total compliance to trade rules and sanity in the maritime Industry, the National Association of Government Approved Freight Forwarders, NAGAFF Western Zone Seaports has launched 100% Compliance Team of about 150 persons.

The occasion which took place at the National Headquarters of the Association, in APAPA was marked with fun fare attracted the presence of some heads of government agencies, Chairman Council of Regulation of Freight Forwarding in Nigeria, CRFFN, president of some associations in the industry, other important personalities, including members of NAGAFF at different levels, Musicians etc.
In his Goodwill message, the Executive Secretary/CEO of Nigerian Shippers’ Council, NSC, Barrister Hassan Bello who commended NAGAFF for the good initiation, remarked that it was timely.
Bello, represented by the Director, Special Duties , NSC, Mrs Ada Okam, disclosed that the Council had also played a vital role in ensuring that sanity is restored in Apapa Port Area and would not relent.
He expressed the willingness of Nigerian Shippers’ Council to partner with NAGAFF in realising the benefits of the ports.



Addressing the freight forwarders, the founder of NAGAFF, Dr. Boniface Aniebonam pointed out that freight forwarders play key role at the Port in the area of security, revenue and advisory role, and commended the initiator, Alhaji Tanko Ibrahim for well thought out program, adding that their responsibility was to gather information and send to the appropriate quarters.

Dr. Aniebonam further disclosed that the 100% Compliance team would start operation from 1st March, 2020 hence between now and 1st March, the team members would undergo intensive training in order  to be  equipped for the task ahead of them
He challenged the freight forwarders to advise their clients , importer’s  to make genuine declarations for Customs purpose.  According to him,”For the  past 20 years, I have been trying to add value for nation building, even at the risk of my life. Even as I am talking, the issue of compliant Team of NAGAFF is generating a lot of heat in the Industry. A lot of people are threatening. Why are you threatening? What is iot that we are saying in contrary? All we are saying,is  if anybody is conversant with the rule of the engagement, the ideals of the federal government, tghey asr speaking as far as port area are concerned, about compliance, compliant to the rule of the engagements, compliant to the rule of the nation.
“Our brothers and sisters at the National Assembly have the mandate to make good laws for the
good governance of the contry, what about its implementation and enforcement? We, freight forwarders have a role to do so.
The Founder of NAGAFF, who commended Tanko for the initiative , doggedness, sacrifice sand leadership qualities in him, said leadership entails a lot.
“He said, “The compliance word is sending strong signals because, those who benefit from flouting  the laws of the country are not comfortable. The don’t understand what is going on. I don’t blame them, but are we going to continue this way?
The National President of NAGAFF, Chief Increase Uche, on his part emphasised the need for the members of the team to understand what they are to do and to partner with other government agencies at the port to ensure seamless operation in the port.
Chief Increase who spoke through the National Deputy President of the association, Fwdr. Simeon Nwonu enjoined them not to fight with agencies, but to add value to the operations in the port, while expressing hope that  their presence would bring positive changes.
Speaking also the Chairman, Council for the Regulation of Freight Forwarding in Nigeria, CRFFN, Alhaji Tsanni Abubakar   applauded the innovation, describing it as best, unique idea which had never been seen before and advised the members of the team to ensure their registration with CRFFN in order to attract their backing as well as the teeth to bite.
.The Chairman represented by Prince Ozo Chukwura admonished them not to be deterred or feel intimidated by government agencies or operators, hence you are trying to protect the interest of your people and freight forwarders, agents and others in general.
He also charged the team to investigate trailers being parked on top of the bridges leading to the port at all the time for so many years.
“I will take this initiative to the Council and they need to give it 100% support. The first thing to do in compliance is to task your committee members to be a member of CRFFN, it means then that we can give them the backing and the teeth to do anything they are doing legally” he opined.
Also the National President of Association of Nigerian Licensed Customs Agents, ANLCA, Prince Tony Iju, who described the idea as never witnessed before in the history of maritime industry,  noted that the era of Task Forces from associations had gone,  and urged  the committee not to limit their operations to NAGAFF members alone, but for all including ANLCA but as well as  to find out what was responsible for the increase in cost of transporting cargoes out of the port.
“We want this team today to help us checkmate what is the actual problem that has sky-rocked the transportation system and prices in the maritime Industry.
“You have the power to inform the government that this road network are not working again and that it is a high risk, parking the heavy trucks on the bridges, as the expectation were not there when they were built”, he concludes.

He also charged the team to investigate trailers being parked on top of the bridges leading to the port at all the time for so many years.

The Chairman, of AMARTO, Chief Remi Ogundipe assured to work closely with the Chairman of the 100% Compliance Task force team, Alhaji Tanko Ibrahim to ensure that sanity is restorednot only on the cost of hiring Vehicle but also on the gridlock
Earlier in his speech, the Chairman of the 100% compliance team, Alhaji Tanko Ibrahim said NAGAFF is a moving trend, adding that the committee among other things is to ensure that importers make correct declarations for Customs purpose, as well as adderess challenges faced by freight forwarders with shipping companies and terminal operators.
Tanko who is also NAGAFF National  Vice President, Western Zone Seaports, further said that the team would abolish the use of camp boys by officers of Nigeria Customs Service, stop excessive sampling of imported products by agencies at the port and bring about a permanent solution to the traffic gridlock at the port.
He assured of their readiness to comply to the regulations while at the same time expect that the Shipping Companies and Terminal Operators would do same
According to him, “The committee was not set up to witch hunt anybody but to do what the law says we should do. We will ensure that importers do 100% declaration, while we the freight forwarders, it is our duty to ensure that our cargos are examined by the Customs Service. We are tired of being slaves”.
